Firstly, orders of the steel mills in December generally inadequate. Although most orders in early November have been implemented, the mills still have to face great sales pressure in December.

Secondly, steel mills export situation in Nov and Dec are not optimistic. In August and September of this year, the mills experienced a strong export peak, export volume increased significantly, but the export orders in October and November showed a decline.

Thirdly, the mills under repair increase in November. To ensure the air quality before APEC, many mills ceased the production and began to repair the enquipments.
